We need a default policy.

Procmail : Installed-Size: 340
maildrop : Installed-Size: 916

from configure :
--with-delivery-agent=BINARY [ARGS]

So a default delivery agent is needed.

It not a big lost of disk space to install procmail .. but if you have
another solution, here is the good place to explain it :)
