[Pkg-dspam-misc] debhelper version used

Hi list,

i suggest:
* use a debian/compat file rather that DH_COMPAT in debian/rules (deprecated)
* stay with debhelper >= 4.0 for now to ease backport to sarge
allowing production systems to hav dspam too.
