[Pkg-dspam-misc] Bug#361249: Admin statistics borked after DST hour change

Ever since the DST hour change (sunday March 26, 1am became 2am, see
http://en.wikipedia.org/wiki/CEST), the admin interface is accumulating
all daily activity stats on the current day. See attached graph.

My Perl is rather rusty, and I cannot easily pinpoint the problem here,
but the attached graph is completely missing a 3/26/2006 entry; perhaps
the timezone change has thrown off the script there and as a result all
stats are not put into the correct 'buckets' because of this.
