There is a list of ALL users as select html list. In 3.6.8
version it was just text field and admin can type user to search. But what
if we have a thousand of users, so it is loading as huge select list. I
think it's not a very good idea to use big html select list for big amount of users.
It makes this list unusable in case of large amount of users.
I suggest to add an option to configure it and have a possibility to use usual text field to select user.
