Another site is: http://bach.ece.jhu.edu/~haceaton/pcb/

However, I was unable to find the upsteam source at either location.
These outdated, inaccurate references should be updated.  I eventually
found the Home Page for the pcb upstream at http://pcb.gpleda.org/.  The
source code is at http://sourceforge.net/project/showfiles.php?group_id=73743

The pcb home page could also be added to the package description to
assist users looking for it.
