I've seen on debian-perl team, that the method they do to indicate when 
to make an upload, is from the changelog entry.

So the changelog entry remains at UNRELEASED as long as the work is 
still in progress.

Then when the person working on the package decides it is fit for 
release, he would change UNRELEASED to stable.

So when a sponsor on that team sees that, he would check the package, 
and if it is alright, he would upload to Debian & tag the release on 
Git. Otherwise if changes still need to be made, he would set the entry 
back to UNRELEASED and tell the maintainer (probably by writing into the 
changelog entry) his notes about what needs to be done.

For building from git, I use git-buildpackage, I dunno if there are 
other tools.
