I agree on this and to change this and some other changes within the
packaging of KiCad parts are planned for the preparation within the
packaging of the next stable version of KiCad that will be version 5.
The release of KiCad 5 is planned by upstream around Fosdem next year. I
haven't time and no willing to do further split of the packaging for the
current release circle aka 4.0.7 due a lack of time for this.

KiCad 5 will use ngspice for simulations and this need some deep rework
of the ngspice package due DFSG compliance right now. So I see more
long term usability to work here instead of rework the current packaging
of verion 4.0.7.

The work of the library team of the footprint and 3d-models is a bit
unfortunate and far away from a release based model, this brings in some
inconvenience like this over bloated 3d-models repository for 4.0.7.

In short, your whishlist will be solved in a upload of KiCad 5 into
Debian.
