 The new exchange will follow in unstable; updates don't happen all
 together at once.  However what you describe above is a bug: evolution
 should conflict with older evolution-exchange versions or
 evolution-exchange should have a stricter dependency on evolution.

 You can file a bug in the Debian BTS to track this packaging issue.
