[Evolution] Bug#519602: evolution: Calendar has incorrect DST

This is still an issue.

Timezones were corrected when we passed the date where DST began in 2006
(before the DST 2007 changes in the USA); on 1 Nov 2009, USA left DST but
Evolution still sees itself in DST - "America/New York" is currently listed
as "UTC -04:00" but it should be "UTC -05:00". If I uncheck "Adjust for
daylight savings time" (Edit -> Preferences -> Calendar and Tasks ->
General), the time is displayed properly.

I have duplicated this on a brand new Debian installation running with
defaults (I configured an empty account that doesn't connect to any server).
