Hmhm, missing the migration message is not really grave (since a lot of
people won't see at all if they just start evolution by clicking on the
icon) and the migration is usually painless (emphasis on usually :/).
Users should'nt notice anything because accounts config /is/ supposed to
be migrated too (and I have to admit on the few boxes I have, the
accounts were updated indeed).

I've downgraded but it still puzzles me. Iirc you use an exchange/mapi
account so it might be related. Does the same happen on IMAP accounts
(if you have some)?
