The creation of an invitation to a meeting on an public calendar is not possible, Evolution is showing the following error message:

Kalenderobjekt kann nicht angelegt werden:Besprechungseinladungen oder -absagen können nicht für Kalenderelemente gesendet werden, die in Öffentlichen Ordnern gespeichert sind.

meaning: Not able to create calendar object: Invitations or declines for meetings can not be sent for calendar objects which are stored within public calendars.

This is possible from Outlook pointing to an Exchange server.
