Bug#271864: exim4-config: debconf version check stops dpkg-reconfigure

The check for debconf versions prevents dpkg-reconfigure exim4-config 
from working correctly with some mixed-release systems. I suspect the 
debconf check is too broad, as I've never experienced bug 246742, even 
after hacking the postinst. Shouldn't this be a Conflict rather than a 
postinst failure?
