Bug#333588: exim4-base: QUEUERUNNERMODE=ppp should run local delivery on startup

I try zo run rcim4 in a configuration, where local delivery is always
on, but smarthost delivery is only when ppp comes up.

I think this should be the queuerunnermode ppp.
But it does not start the local delivery in /etc/init.d/exim4
