Bug#376157: exim4-config: fails to deliver root mail

Mail is never delivered to root. This has been the way since exim4 4.23.

Quoting from README.Debian: 
    Since version 4.23 exim cannot run deliveries as root anymore. If
    you don't redirect mail for root via /etc/aliases to a
    nonpriviledged account on Debian the mail will be delivered to
    /var/mail/mail with permissions 0600 and owner mail:mail. This is
    done by /etc/exim4/conf.d/router/mmm_mail4root.

Does it take care of root?

Please send the output of "exim4 -d -bt root".

Looks to me that your system is set to qualify unqualified domains
with a domain that is not considered local. Set /etc/mailname to
something different than charter.net.
