I have discussed this in private mail with the submitter, and we have
come to the conclusion that I'll make it more clear in the
documentation that the default configuration will deny RFC-valid
recipients and that it is OK for the local administrator to override
the default setting at her own discretion.

I'm probably going to move the macro definition to the actual ACL file
as this is possible with current exim versions, but I'll need to
clarify spec.txt chapter 6.4 on exim-users before I actually do this.
