The issue is that nothing in the README indicates it is advisable to
read the sign-up page.  It indicates that the reader can subscribe,
but not that they should or must do so.

People may read the README and fire off an email to the list, via the
address provided in reference 1 of the README.

This will make more work for you and them, likely frustrating both.
It will also slow things down, even if you manually approve or forward
their message.

Alternately, the list could adopt a more permissive policy toward mail
from non-members, but I imagine you prefer the spam protection of the
current setup.
