Bug#429891: exim_checkaccess vs. banned_domains

FYI the server in question uses a single monolithic exim.conf and Dan  
is referring to
the following line in the check_recipient acl:

   deny    senders = \
       *@partial-lsearch;/etc/exim/banned_domains : lsearch;/etc/exim/ 
banned_domains

...there was an entry in banned domains which apparently wasn't being  
picked up.
I didn't test using -bh.
