Works for me:

$ /usr/sbin/exim_checkaccess 195.49.138.65 mh at nechayev.zugschlus.de -f foo at bla.hinet.net
Rejected:
  550 Administrative prohibition

Your deny senders ACL stanza is first in my acl_check_rcpt ACL. Is it
possible that you are mixing up /etc/exim and /etc/exim4, editing one
file while your exim reads the other one? The ACL stanza you pasted
refers to /etc/exim.
