Unfortunately, exim logs do not show whether exim did authenticate.

Without seeing the actual logs, my best guess that it is an issue with
your ISP. The ISP shouldn't accept the message it is not going to
deliver in the first place. Accept-and-bounce is bad.

I suspect that it is not authenticating.

This is a chance as well. Again, I'd flabg the accept-and-bounce
policy of your smarthost as a bug anyway.
