Bug#508749: exim4-base: README.Debian contains outdated info on Diffie-Hellman parameters

Hi,

After fixing #475194 et al (concerning regeneration of DH parameters) one
inconsistency remained.  Namely, README.Debian was not revised, and still says
that the parameters are regenerated each day from Cron.  I spent some time
looking for the anticipated mechanism...  Please fix this, possibly by removing
most of the subsection and the other references to these parameters.

Anyway, /var/spool/exim4 is 750 Debian-exim:Debian-exim, so the more liberal
permissions of /var/spool/exim4/gnutls-params doesn't matter too much.
