That was a little bit short. To be less cryptic I suspect you
tested from localhost.

local_sender_blacklist only applies to stuff that is not accepted
because it is either
* sent from +relay_from_hosts (which includes 127.0.0.1 and ::::1)

* or submitted by an authenticated user (SMTP AUTH).
