License reasons. GnuTLS 3.x is LGPLv3+ and therefore cannot be used
with GPLv2 (without "or later clause") software. Some important GnuTLS
using software (cups) is GPLv2. For the time being we will rather keep
using the old GnuTLS for all software as having only pieces upgraded
will make maintance harder.
