Hello,
The respective file was only shipped in a single version of exim4
(4.69-3) hich present in Debian/sid for a single day in April 2008.

I doubt it makes sense to try to make a manual removal in the
maintainerscripts now.

Just to be sure, could you send the output of
dpkg -s exim4-base | grep cron.monthl
md5sum /etc/cron.monthly/exim4-base
