By default, a Debian system can't send e-mail via another MTA. We can considerate that people using text-mode mailers know how to re-configure exim.
But: popularity-contest needs to send its reports by e-mail. Activation of this package is made by default, so it's atended to run even on systems used by newbies(or even Linux expirmented users that aren't mail relaying specialists). So, messages won't be sent, disturbing the user with mailer-daemon errors. Or, if he doesn't notice them, he will believe he's participating the contest, however it's not the case.

Additionnaly, the biggest flaw is that the contest isn't representative, since datas of lots of Debian users aren't received by Debian crew.
