How about Section 2.1.4?

It does, however, generate an exim4 configuration from editable input
files.

man update-exim4.conf.conf is the configuration file for
update-exim4.conf. It does not contain exim configuration directives.

Right, but only if you use unsplit config (which is the default).

I'd suggest setting the SMTP ports on the daemon command line in
/etc/default/exim4. This is, at least, what I usually do.
