You have "split config" set to true and "local delivery" set to other than that you desire.

try:
dpkg-reconfigure update-exim4.conf 

(instructions in the head of  /etc/exim4/update-exim4.conf.conf )


TLS should just work after that.
You will also need to set up a dovecot transport if thats what you want or need.
