With the help of someone on the exim list the following snippet in the 
acl/30_exim4-config_check_rcpt section did the job:

deny
         recipients = @@lsearch;/etc/exim4/filename
         message = Unknown recipient


# cat /etc/exim4/filename
example.com: !abuse : !postmaster : *


This will cause all email to example.com, which is configured in 
hubbed_hosts, to be denied except those for abuse and postmaster.
