You probably need to use your ISP's smarthost (smtp.stcable.net) to send 
mail. Although I'm not entirely happy about ISPs blocking direct outbound 
SMTP access (while allowing inbound!), it is a relatively effective way 
for the ISP to reduce spam originating from their network.

(Besides, it's always better to use a smarthost when using a domestical 
internet access service, since a lot of servers won't accept mail from 
these ranges of IP-addresses.)
