[pymvpa] ‘LinearNuSVMC’ is not defined error with smlr.py

I have uploaded a new installer that fixes this problem. Please
redownload and try again.

The reason was that libsvm was not build in the right location so that
setup.py assumed it is not available. Only users on win32 that performed
a clean install of 0.4.1 (i.e. not having 0.4.0 installed previously)
were affected. The bugfix is pushed into the maint/0.4 branch.
