 Only when upgrading, only when the template changes.  You seem to
 describe more of a dpkg bug / behavior you dislike than a fetchmail
 specific problem. :)

 Yes, that's the other way to handle configuration file, this is more
 risk though, and moves the information of "what configuration files has
 the package" away from the list of files.  :-/

 Since this issue of putting the file as a a conffile or handle it by
 script is purely of taste, I'll let the fetchmail maintainers make
 their mind, but I don't see why a template such as "consult the
 fetchmailrc manual page for details on how to use this file", or "see
 examples under /usr/share/doc/fetchmail" would cause frequent updates.
