[pkg-fetchmail-maint] Bug#454291: fetchmail --quit: should check, that pid file really contains pid of fetchmail process

After unexpected machine shutdown I was unable to run fetchmail daemon.
fetchmail said that pid file exists and it's already running. However
there was no fetchmail process running. After looking to pid file I found,
that another process is running with same pid. And fetchmail --quit just
kill it without any warning/question. As for me, this is unexpected
behaviour.
