[pkg-fetchmail-maint] Bug#540533: to start fetchmail daemon even though START_DAEMON=no

it does not actually (even try to) start fetchmail, just the check for
the config file and the message comes to early in the init.d script.
just move those 5 lines after the check if fetchmail shall run at all
and everything's fine.
