Updating the haxe debian package

Hi,

This is Andy from the Haxe Foundation <http://haxe.org/foundation/>. We
would like to update and maintain the haxe
<https://packages.debian.org/sid/devel/haxe> and neko
<https://packages.debian.org/source/sid/neko> debian packages.
May I know what is the right procedure of updating them? Should I file a
ITP bug report to WNPP? Should I join the Debian Flash Team as I plan to
become a long term maintainer of the package?
