That's on purpose. All packages in the SVN use quilt so the Debian
diff.gz file only contains the debian/ directories. Keeping upstream
files in the SVN is IMHO pointless.

The idea is:

-untar the .orig.tar.gz file
-checkout or export the debian/ directory from SVN
-build
