[Pkg-fonts-devel] Bug#447182: defoma-hints missing location Panjabi

Western (Pakistani) Panjabi also uses Arabic script and so it is
appropriate for them to be listed in locations.  This is indicated
(although fairly well hidden) in the upstream documentation for the font. 
This is currently included in the Ubuntu version of the package (I helped
package it) and we thoroughly researched it before doing it.
