Yes. That's why we did setup a team: to have an easier way to cope
with such situations where the main maintainer or person responsible
for a package isn't available: others in the team can, at least
temporarily, take the workload.

So, I'd actually say: all team members are welcome to prepare a new
version of FF. Of course, getting input from Kestutis about the way he
was preparing releases in the recent period of time would help a
lot...
