The preinst in the package doesn't seem needed to me as this is the
first released version, so no version ever had any defoma hints file.

So, unless you want to deal with previous unofficial versions of the
package (which would be fine), I don't see any need to have that
preinst file.

About importing the package in pkg-fonts SVN, you first need to ask
for being a member of the team on Alioth. Log into Alioth web
interface (http://alioth.debian.org of course) then ask about joining
the pkg-fonts team.
