No idea.

Some packages seem to put .otf files outside that dir. Some even put
them outside /usr/share/fonts:

http://packages.debian.org/search?suite=sid&searchon=contents&keywords=.otf

I would say that it makes sense to put .otf files in the
/usr/share/fonts/opentype dir though.
