I have read through the whole bug report and believe the consensus is 
that single TEX fonts, which are known to not confuse fontconfig e.g. 
by declaring faulty encodings, are made available to fontconfig by 
symbolic links into the /usr/share/fonts name space. I have already 
requested this symlink to be added to the tex-gyre package, see #686098.
