I don't think everything need to be written down in policy. Having a
look at how all other packages in a team are maintained should already
give a clue. ;)

That said, with dh I would have been able to fix the fontconfig file
name issue myself in a matter of two lines (I do not like the current
fix which results in different file names in conf.avail and conf.d).
With CDBS, I didn't even have a clue where to start.
