Ok, I've done all of this, and committed on trunk. I'm not super-sure of
my handling of the debian/changelog: dch -n was complaining about the
not matching between package name and dir name, I used 

dch -n --check-dirname-level 0 

Also, I used UNRELEASED and urgency=low.

I think I'll do this once I've completed the change from SVN to Git
(which I'm going to do now).
