It is the FontTools from https://github.com/behdad/fonttools. From "FDK
Build Notes.txt":

    This module is needed for the ttx and ttxn tools to work. I use Behdad
    Esfahbod's GitHub v2.5 branch, as it fixes a number of bugs, and is not
    dependent on the numPy module.
