As of now yes, new fonts-droid-fallback Replaces and Breaks fonts-droid
there was a bug which I think I fixed in Git but needs upload.

Also new fonts-droid-fallback doesn't install the fontconfig file there
is a check to install it only in ubuntu as mention by Ubuntu maintainer.
