[Pkg-fonts-devel] Bug#789696: Install fallback .conf file in Ubuntu only

As I stated at <https://bugs.debian.org/772687>, changing the prefix
number from 65 to 69 made the fallback .conf file useless for its
intended purpose. As a resolution to the conflict, and since the file
was introduced due to an Ubuntu request, I suggest that the prefix
number is changed back to 65 and that the file is installed in Ubuntu only.

The patch (coming soon) also fixes <https://bugs.debian.org/787149>.
