nope. It is added because your package might get backported to a
previous Debian stable release. In this case a ~bpoXY suffix is added
to the package revision string so that it sorts higher than the current
package in stable, but the "real" i.e. non-backported package from
testing/next-stable still takes precedence.

It doesn't have to do with the package revision bein -1 or not.
