Yeah, I guess that's the rationale behind the idea.

I guess the primary use is the @font-face trick.  It's less reliable than
just using an image, though, as noscript blocks CSS fonts.  Still, having
such a glyph can't hurt.  And while 3270 is a little-used font, it'd be good
to decide on something in case this spreads to more popular fonts.

Thus, would your advice be to just select something at random that appears
to be not taken yet?
