In compliance with the new fonts policy

We can change fonts-dzongkha to a metapackage that will install all
Bhutanese and Tibetan fonts.

Also we'd like to move the git repo under debian-in umbrella as there
are more Tibetan fonts (fonts-sambhota-yigchung,
fonsts-sambhota-tsugring, fonts-ddc-uchen etc) we are packaging nd it
would be easier to maintain at single place.

Does all Tibetan fonts work for Bhutanese as well?
