[Pkg-fonts-devel] how does a new packaging repo get created?

No idea. I always clone the empty repo, create the pristine-tar and
upstream branches (git branch upstream; git branch pristine-tar) and
push them to origin.

But going with gbp isn't a bad idea probably.
