I am also against scattering around font files, that's why I am trying to
find a consensus for the one right destination. Also, one prominent
developer spoke up in the upstream bug report and stated that he would be
"pissed off" if fontconfig wouldn't register the files that he threw at
him.

So, I think we should not globally disable fontfconfig registering WOFF
files in Debian without an acknowledgement from the upstream developers
and "hiding" them in a reasonable location is a better alternative than
either not installing them at all or having fontconfig register them
nevertheless.
