I guess so, but uncertain why you ask.

If your concern is diskspace, then I don't see a problem there.

If your concern is namespace clash, then I don't know if that is the 
case - if it is then those packages will need to conflict against each 
others, I guess.  Even then I believe it is still beneficial for our 
users to be able to choose between 
least-diskspace-cover-all-requiring-advanced-OpenType-support and 
least-diskspace-cover-only-single-region-working-with-simpler-programs 
packages, and I see no other ways to cover both those scenarios.
